


Obituary of Millicent Naomi Higdon
It is with heavy hearts that the family of Millicent Naomi Higdon announces her passing on Thursday, July 3, 2025, at the Oromocto Public Hospital. Millicent was 79 years old.
Born in Traytown, Bonavista Bay, NL, she was the beloved daughter of the late William “John” and Emily (Fry) Higdon.
Millicent will be lovingly remembered by her five children: William Charles (Shauna) of Kingston, ON; Millicent Regina Phillipoff (Stephen) of Edmonton, AB; Barbara Ann Vautour (Henri) of Chipman, NB; Emily Ellen Hawkins (Darlene) of St. George’s, NL; and Reginald Strathie (Victoria) of Stony Plain, AB. She was a proud grandmother to 15 grandchildren and 10 great-grandchildren, each of whom brought her immense joy.
She is also survived by her dear brothers: Harry of Alberta, Pleamon and Chester, both of Newfoundland.
In addition to her parents, Millicent was predeceased by her husband, William Charles Rowsell, and by her brothers Selby, Bill, Fred, George and one brother in infancy.
Millicent spent many years working as a custodian at the CNIB School in Halifax, where her dedication and quiet strength left a lasting impression. She was a fiercely independent woman who continued to drive well into 2023 and relished the freedom of the open road.
She had a spirited personality and loved people. Whether striking up conversations with strangers, gathering with family, or sharing a laugh at the casino, Millicent’s presence always lit up the room.
She had a deep love for children and was known for always having treats to hand out. Even while in the hospital, she insisted on keeping money nearby to buy little goodies for any children who came to visit or for fellow patients who needed a smile.
Millicent’s ashes will be returned to her beloved Newfoundland at a later date, where she will be laid to rest in the family plot.
She will be remembered for her warmth, her generosity, her humour, and the deep love she gave so freely. Her spirit lives on in the lives she touched and the memories she leaves behind.
